In March 2025, journalists revealed that a National Police officer infiltrated Spanish ECF member Novact between 2019 and 2023, participating in a peace and human rights training programme under a false identity. The officer also infiltrated Palestinian solidarity groups and progressive movements in Catalonia. This case is part of a wider pattern: 10 undercover police officers have now been identified infiltrating social movements in Barcelona, Girona, Valencia, and Madrid since 2022.
The latest court ruling dismissed a torture complaint against a police officer who infiltrated social movements in the city for two years, including through intimate relationships with activists. The court ruled that the infiltration lacked a clear legal basis since Spanish law only regulates undercover agents in cases of terrorism, organised crime, and drug trafficking, but that it did not constitute a criminal offence.
