Over the summer, Prime Minister Viktor Orbán reiterated plans to introduce new rules on foreign-funded organisations, citing the need for greater “transparency.” Other government officials confirmed that the draft law pending in parliament will be reworked, suggesting renewed legislative efforts ahead of upcoming political campaigns. The timing and exact content of the proposal remain unclear. The bill, submitted in May 2025 and then postponed soon after, would give the Sovereignty Protection Office (SPO) powers to make a list of foreign-funded organisations deemed a threat to Hungary’s sovereignty. The SPO could list any group it claims undermines Hungary’s independence or sovereignty or violates the country’s identity, with listed groups facing restrictions on their activities.
